The City of West Point is managed by a mayor/council form of government in which the mayor and the five-member council are elected at large, from among the entire population of the city. The mayor, who presides over the city council, appoints the mayor pro tem, and other city officers and employees as delegated by council. The mayor pro tem is a council member who serves as vice president of the council and performs duties of the mayor in his/her absence. Under the mayor/council form of government, the mayor is not entitled to vote on any issue before the city council, except in order to break a tie in only those situations where there is an even number of positions, and where the vote is not on an ordinance, resolution or appointment motion.
